THS was founded in 2025 by Scott Hogan, to continue his long-standing commitment to advancing transportation hydraulics through real-world hydraulic engineering, responsive technical assistance, and translating research into engineering practice. Scott is passionate about helping engineers strengthen their technical judgment, apply best practices with confidence, and stay connected to the latest research and industry developments.

With more than 32 years of experience in transportation hydraulics, as both a consulting engineer and a senior hydraulic engineer with the Federal Highway Administration (FHWA), Scott brings deep technical perspective and practical insight. During nearly two decades with FHWA, he served as Senior Hydraulic Engineer with the FHWA Resource Center and Hydraulic Team Lead for Central Federal Lands, providing nationwide, on-demand technical assistance and independent review services to state DOTs, federal agencies, and project delivery teams.
